The police and security officials have been reported to use unfair and arbitrary treatment in arresting and detaining people, including the use of lethal forces. In April 2011, police officers in Dong Nai Province beat Nguyen Cong Nhat to death after he was taken into custody for five days under the charge of stealing tires. Violence and harassments in the treatment towards journalists have also persisted. Ho Chi Minh City detained Ta Phong Tan for 24 hours in February and allegedly beat her for the dissident writings on her blog. Earlier this May, two Vietnamese journalists were beaten by police and security guards while covering the government's land-grab in Hung Yen Province and the eviction of more than 3000 farmers from their land.
